Oh, and 70 arrows is insane, I've never, ever used more than 30. But because the party took part and made it something worth time and a sense of enjoyment. Or because they are citing some modern-day real-world example. So they are not getting something just because they complained or whined about it. So he has the one quiver, than a 'reload' (or two) attached to it similar to a round cartridge, so it can swap in a fresh load of twenty arrows as a free action. Or a Gnome tinker makes a device that can reload a quiver from a larger pack. The best way though is to make a story out of it, a blind Elven leathersmith is known for making special equipment, but he needs a favor.etc. If you are worried about the cost, any Ranger who is firing off more than 20 arrows in a combat encounter is making enough to pay for a custom quiver. If you want a special quiver, go have one made, and it will cost 4x. So in the book, a quiver costs x and holds y arrows. When things are simple and spelled out, I keep to the letter as described.
